Second, the Burmese authority representing the state should accept the ethnic Bengalis' right to citizenship, as they have been in Arakan since 1430, when it was a vassal state of Bengal Sultanate.
Both sides need to correct their respective positions and seal an historical treaty based on the above double-recogonition formula under the auspicious of the United Nations.

প্রথম, রোহিঙ্গ্যাদের উচিত এই সত্য মেনে নেওয়া যে, তারা বাঙালী, কারণ নিজেদের সত্য শিকড় স্বীকার করার মধ্যে দোষের কিছু নেই।
দ্বিতীয়, বার্মা রাষ্ট্রের প্রতিনিধিত্বকারী কর্তৃপক্ষের উচিত জনজাতিক বাঙালীদের নাগরিক অধিকার স্বীকার করা, কারণ এরা আরাকানে আছে ১৪৩০ খ্রিষ্টাব্দ থেকে, যখন এটি ছিলো বাঙ্গালা সালতানাৎয়ের একটি করদ রাজ্য।
উভয় পক্ষের প্রয়োজন নিজ-নিজ অবস্থান সংশোধন করে উপরে বর্ণিত দ্বি-স্বীকৃতি সূত্রের ভিত্তিতে জাতিসংঘের তত্ত্বাবধানে একটি ঐতিহাসিক চুক্তিতে সীল মারা।
